I recommend wordpress.com It's easy to set up and make a layout. ^^
As for what to actually write, I would write down a list of topics you want to write about and whenever you're in the mood pick something from the list.

Does it look nice? I hate the ones that are all plain and boring and clicky  If I could afford it I'd do one in dream weaver xD |

You can customize it a LOT if you have the time. I haven't done much with mine so it's pretty plain but I've seen some very nice ones.

Tumblr's good for blogging, too But Wordpress DEFINITELY has more of the bloggy-feel and is just more of what I think about when I hear 'blog' c: Don't forget to share!! I made a Wordpress to blog but I forgot everything LOL what's my password again uhhhhh |
