I bought my dress online. A BEAUTIFUL full ballgown with corset back for $85. xD I recommend Amazon or Ebay, clicking the preferences so you only get 4+ stars(so you know you'll get your money's worth), and buying it at least a month or two before hand so it has time to arrive and you can make alterations if you need to. I got my prom dress from china and it took only 5 days to arrive. xD The only problem was I had to dry-clean it because they folded it, but that wasn't a problem at all.

The only problem with buying a dress online is my mom Is worried it won't look the same in real life and she wants to see me wear it before buying

I think ball gowns are cute!! I'm not too worried about the style as long as there isn't a ton of open back! And blues because that color looks best on me : ) and preferably strapless but if any straps, a halter or one shoulder would do!

No problem! Those dresses would be $200+ in stores. xD Order it super early, and you're going to need a hoop skirt to get the same effect. Try to order them at the same time(unless you can find a hoop skirt at a local store), and try it on the moment you get it. If it doesn't fit exactly, it's not very expensive to have it altered. But if you don't like it buyers 99% of the time give you two weeks to decide to return it. c:
